IMPROVING THE QUALITY OF THE CONTINGENT OF CADRES, CIVIL SERVANTS AT COMMUNE LEVEL TO MEET THE STATE MANAGEMENT REQUIREMENTS AND SERVICE TO THE PEOPLE
Abstract
In the past years, since the implementation of the comprehensive reform policy of the country, in response to the requirements of industrialization and modernization, the contingent of cadres and civil servants in general has made many contributions, to change the face of the country’s administration. However, besides the achieved results, the contingent of cadres and civil servants at commune, ward and township levels (collectively referred to as communal cadres and civil servants) also revealed certain limitations, such as: lack of knowledge, lack of administrative skills, the sense of responsibility in performing official duties of a part of commune-level cadres and civil servants is still low, corruption, harassment, and authority have not been reduced, infringing on rights lawful interests of individuals, organizations and activities of State agencies. That practice poses a requirement to improve the quality of the contingent of cadres and civil servants in general and commune-level cadres and civil servants in particular, in terms of political qualities, ethics, lifestyle, capacity and work qualifications, meeting the requirements of state management, serving the people, socio-economic development of the country and the locality.
