The ethnic issue and great national unity is a strategic, fundamental, long-term issue of our country’s revolutionary cause. Therefore, equality and solidarity among ethnic groups are the policies and guidelines that our Party has determined since its founding and throughout the process of leading the revolution. Great national unity holds a particularly important, consistent and pervasive position in the Party’s guidelines and the policies, laws of the Vietnamese State. Through historical periods, the tradition of national solidarity has always been promoted and consolidated. In the period when the country enters the modern era and international integration, the value of national solidarity plays an especially important role, to be the source of strength that determines all victories of the Vietnamese revolution

The political system plays an important role in organizing and mobilizing people to implement the Party’s guidelines, the State’s policies and laws, strengthening great national unity, promoting people’s mastery, mobilizing all capabilities for socio-economic development, organizing the life of the community,... Over the years, our Party and State have always paid special attention to the socio-economic development of the whole country in general, especially ethnic minority and mountainous areas through the implementation of ethnic programs, projects, plans and policies. Recognizing the role of capital mobilization for socio-economic development investment in the country’s development, in which the particularly important role of the political system in mobilizing resources for the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period of 2021-2030, to be very necessary in the current context of national development

The political system of ethnic minority and mountainous areas is a part of the Vietnamese political system, organized and operated according to the general structure of the Vietnamese political system, with full elements, components and unified functions and tasks; operating in ethnic minority and mountainous areas of Vietnam. Developing a strong political system in ethnic minority and mountainous areas contributes significantly “to organizing and mobilizing people to implement the Party’s guidelines, policies and the State’s laws, strengthening great national unity, promoting people’s mastery, mobilizing all capabilities for socio-economic development and organizing the lives of residential communities”, creating the combined strength of the entire political system in the cause of building and defending the Fatherland
